Get notified when status doesn't change, but message does

For long-running incidents, it really would help to have notifications whenever a service updates the incident. They often add context such as new resolution ETAs, impact updates, and more. StatusGator should offer an alert level that sends all of those updates, even if the status of the service remains the same.
