IncidentIQ Banner text template

Allow users to customize the text that is posted to the IncidentIQ announcement banner.

This would mean they could use another URL rather than their default status page URL (such as a URL shortening service).

All of this would help get around the bug in IncidentIQ that only links .com URLs in their banners.
