Static IPs for webhook egress

My custom monitoring tools are IP restricted due to bank policy. I was looking to switch from polling StatusGator to webhooks to lessen burden on both sides and hopefully get more real-time but it’s not a blocker. I can keep the polling model until/if egress static IPs are added.
